Harvia's sauna range runs from ready-made indoor cabins to customized indoor and outdoor saunas; the US site lists the Ventura and Block as its indoor models. For a homeowner who does not want to design every wall and bench from scratch, that is an important distinction from a heater-only purchase.
A complete room does not remove site work, however. The house still has to provide the required electrical service, suitable location, clearances, and any foundation or weather protection called for by the exact product.
